Every Republican campaign depends on two kinds of supporters: major donors who back the candidate to the limit, and the grassroots Republicans who give what they can and turn out on Election Day. The work that connects the two — introducing a candidate to the millions of Republicans who would gladly support them, if only they knew — is expensive, technical, and slow. Most campaigns cannot build it from scratch in a single cycle.
That is the work ERPAC funds. Independent fundraising advertising introduces Republican candidates to Republican donors at national scale, and the contributions those donors choose to make go directly to the candidate’s campaign — on the public record, where everyone can see them.
Without major-donor underwriting, ERPAC funds the advertising out of its own operating revenue, which limits how much can be deployed in any given race. With major-donor underwriting, the program runs at the scale the moment requires.

One gift. Two complementary returns.
A Republican donor who has already given the maximum to a candidate, to the national committee, and to the state party is, in the conventional model, finished. The next dollar usually goes to a super PAC that wastes it on an ad voters may never see. The marginal value of an additional TV buy decreases by the day. The marginal value of bringing a new Republican donor into a candidate’s coalition compounds.
Underwriting ERPAC’s Grassroots Connect program is a different proposition. The same capital, deployed as independent fundraising advertising for an endorsed Republican candidate, produces two returns from the same dollar:

Direct support for the candidate.
The advertising introduces tens of thousands of Republicans to a candidate they would have wanted to support all along. The contributions they decide to make go directly to that candidate’s campaign — the strongest, most resilient kind of campaign dollars there are.

A grassroots Republican coalition that lasts.
The Republicans who join this campaign through ERPAC stay engaged with the Party. The Republican candidates ERPAC supports in 2028, 2030, and 2032 will run alongside the same coalition this cycle’s underwriting helps build today. Party infrastructure that outlasts the cycle that built it.

Through ERPAC’s ongoing grassroots fundraising program, Republicans across the country contribute to the candidates and committees they want to support. WinRed handles the processing, and each contribution shows up on the receiving candidate’s FEC filing as a gift from the individual donor. Operational since 2020.
