For a generation, both parties built a foreign policy, a trade policy, an immigration policy, and a domestic-policy consensus that quietly answered a different question: what serves the institutions of the international order, the multinationals that operate above it, and the credentialed class that runs both? That answer left ordinary Americans paying the bill in jobs, in security, and in trust.
