About Virginia
Rural Trailblazer: From Educator to Congressional Leader
Virginia Ann Foxx has emerged as a prominent conservative voice in Congress, representing North Carolina's 5th Congressional District with distinction since 2005. Born Virginia Ann Palmieri on June 29, 1943, she has built a multifaceted career spanning education, business, and public service. Her journey from a first-generation American to a senior Republican leader exemplifies her commitment to community and principled governance.
Before entering politics, Foxx established herself as an accomplished educator and administrator. She earned her bachelor's degree from UNC-Chapel Hill and later completed both a master's and doctoral degree, developing a deep understanding of educational systems and policy. Her professional background included roles in community college administration and education leadership, providing her with firsthand insights into the challenges facing educational institutions and students.
Foxx's political career began in local and state-level roles, where she served in the North Carolina State Senate from 1994 to 2004, developing a reputation as a principled conservative legislator. Her successful transition to federal office came in 2005 when she was elected to the U.S. House of Representatives, representing the northwestern region of North Carolina. Throughout her congressional tenure, she has been a consistent advocate for conservative principles, focusing on reducing government regulation, promoting educational reform, and supporting fiscal responsibility.
As her influence in Congress grew, Foxx secured increasingly significant leadership positions. She served as Secretary of the House Republican Conference from 2013 to 2016 and held pivotal roles on the House Committee on Education and Labor, including serving as chair from 2017 to 2019 and again from 2023 to 2025. In January 2025, she became the dean of North Carolina's congressional delegation, a testament to her longevity and respected status within the Republican Party. Currently, she serves as chair of the House Rules Committee in the 119th Congress, a position of considerable institutional power and strategic importance.
Throughout her congressional career, Representative Foxx has remained committed to her district's interests, representing a region that encompasses much of northwestern North Carolina, including significant portions of Greensboro. Her legislative priorities have consistently emphasized limited government, educational opportunity, and economic development. As a senior Republican leader, she continues to be an influential voice in shaping national policy and representing the conservative principles she has championed throughout her distinguished public service career.
