A graduate of Lamar University, Babin further pursued his professional education at the University of Texas Dental Branch, establishing himself as a respected dentist in his local community. His commitment to public service began early, with military service in the United States Air Force from 1975 to 1979, where he developed the discipline and leadership skills that would define his later career. Upon returning from military service, Babin opened a dental practice in Woodville and quickly became an active participant in local and regional government.
